Who sets Davao's terminal fee

Davao's airport is still operated by CAAP. Terminal fees collected there go to CAAP's national office. The Davao City Government reported that ₱687 million in terminal fees was remitted to the national office in 2019 6.

Republic Act No. 11457, approved on 30 August 2019, created a Davao International Airport Authority to take over the airport. As of 7 May 2024 the turnover had not happened, and the city council urged the Department of Transportation to speed it up 6. We found no official source confirming the turnover as of 19 October 2026.

CAAP sets the PSC for all its airports by class. The CAAP Board approved the current schedule in Memorandum Circular 019-2025 after public hearings with airlines and other stakeholders 1.

The April 2025 increase

From 21 April 2025, the international PSC at CAAP international, Principal Class 1 and Principal Class 2 airports became ₱900, or USD 17. The domestic PSC at international airports became ₱350 1. CAAP called it the first PSC adjustment in nearly two decades 1.

The sources differ on the old rate. CAAP said the international rate rose from ₱784 inclusive of tax 1. BusinessWorld reported it rose from ₱550 and that all domestic passengers had paid ₱200 2.

Malaya Business Insight listed Davao at ₱900 international and ₱350 domestic in September 2025 3. These match CAAP's rates for the international airport class. We did not find a CAAP document naming the class of each airport.

The April 2026 cut

Acting Transportation Secretary Giovanni Lopez ordered lower passenger service charges and air navigation fees at CAAP airports in March 2026 to offset rising jet fuel prices 7. Gulf News reported that President Ferdinand Marcos Jr. announced the cut 8.

From 1 April 2026, the international PSC at CAAP international airports fell to ₱700, and the domestic PSC to between ₱150 and ₱200 4. Lopez said the cut would last three months after the first assessment, subject to review 5. We could not confirm from an official source whether it was extended after early July 2026.

What is in your ticket

The new CAAP rates applied to tickets bought on or after 21 April 2025. Passengers who bought earlier did not pay extra, as the PSC already in their tickets stayed valid 1.

Lopez gave this example of the April 2026 cut: a ₱2,000 ticket would drop to ₱1,800 5.

Exemptions

CAAP exempts children under two, transit passengers, passengers denied entry and OFWs on international flights from the PSC 2. CAAP rules say a passenger who refuses or fails to pay the PSC will be kept from boarding 2.
