Current Mactan-Cebu terminal fees
Malaya Business Insight listed Mactan-Cebu at ₱1,030 for international departures and ₱365 for domestic departures in a comparison published on 19 September 2025. That made Cebu the most expensive of the airports in the report 1.
Older figures are lower. Cebu Daily News reported in August 2019 that the PSC was ₱300 for domestic and ₱850 for international passengers, the highest of seven major Philippine airports at the time 2.
We could not find an official notice from the operator or the Mactan-Cebu International Airport Authority (MCIAA) that gives the date of the change from ₱850 and ₱300, or says whether the newer figures include VAT. Both sets of figures are shown with their dates 2,1.
Who runs the airport and sets the fees
The government awarded a 25-year concession to develop and operate Mactan-Cebu to a consortium of India's GMR Group and the Philippines' Megawide Construction Corp. in 2014 5. The operating company was GMR Megawide Cebu Airport Corp. (GMCAC) 6.
Aboitiz InfraCapital bought a one-third stake in December 2022 for ₱9.5 billion 6. It took full ownership on 30 October 2024 by exchanging ₱15.5 billion in notes for the rest of the shares. The operator is now called Aboitiz GMR Megawide Cebu Airport Corp. (AGMCAC) 7.
The MCIAA Board, the government airport authority's governing body, has ruled on PSC proposals. In August 2019 the MCIAA Board set aside a proposal to raise the PSC to ₱350 for domestic and ₱900 for international passengers 2. The concessionaire's share of the PSC can be revised in milestone years of the concession 2.
The 2019 debate over a ₱50 increase
The 2019 proposal came from MCIAA staff. It aimed to make up for revenue MCIAA expected to lose as GMCAC sought a larger share of the PSC 2.
Board members Anabelle Pulvera-Page and Governor Gwendolyn Garcia objected. Garcia said the proposal needed deeper study as it would affect the flying public. MCIAA chief executive Steve Dicdican said MCIAA, as a government corporation, should put public service before revenue 2.
What is in your ticket
Mactan-Cebu has built the domestic fee into tickets since 2013 4. From 1 September 2019, the international PSC was added to tickets sold or reissued outside the airport 3.
When a passenger checks in, the airline checks whether the fee is in the ticket. If paid, the boarding pass gets a PAID stamp. If not, the passenger pays at the Terminal 2 terminal fee counter 3.
CAAP rate changes do not apply at Cebu. CAAP's April 2025 increase excluded Mactan-Cebu 8, and so did its April 2026 cut 9.
Exemptions and refunds
Exempt from the international PSC: children under two, overseas contract workers, passengers denied entry, airline crew, diplomats, athletes endorsed by the Philippine Sports Commission and Muslim pilgrims travelling for Hajj 3.
Exempt passengers who paid the fee in a ticket can claim a full refund at the terminal fee counter on the day of departure. They show an OEC or the pilgrim or athlete exemption certificate and the PAID-stamped boarding pass. Airlines handle refunds for unused tickets 3.
